"255MB RAM"

Thats not good - the game should refuse to run with less than 256Mb (even just 1Mb less). You should get some more RAM.

Now, were you able to play WA before or have you just installed it? Can you run vanilla DoW?

So what your saying is that I'm 1 Mb short of running the game? I cam run DoW but never before tried WA

Also, I'm thinking a reinstall might help here. Unable to initialize WXP is not good.

Yeah, do a reinstall - the RAM thing was mainly an aside...it gives you a specific error ("not enough RAM") if thats why it isnt running.
