Only thing I can suggest is to make sure you are entering the Key correctly. In all instances of problems like this in the past, it was a matter of the person entering it incorrectly.

It's a very simple thing for it to enter the CD Key. If you've installed the game, and the game is running to the point where it's asking you to enter your CD Key. The actual CD itself is taken out of the running. At that point it's validating the number you're entering against an internal value inside the Cataclysm.exe.
Perhaps you should uninstall and re-install in case the executable is corrupt.

K guys, uninstall Homeworld and Cataclysm then go into the registry and delete their related keys (Do this at your own risk, don't blame me if you break it). Then re-install and re-enter your keys.
If it still doesn't work, call Sierra. It could be that at the point it's asking for your CD key it's making sure that it can read the secure rom emulation... but I doubt that as people have installed the game from the install files copied to their computer hard drive.
