Why can't Space Marines Deep Strike at Tier One?

The fact that the Necrons can get Flayed Ones with one building does not bother me.
The fact that Necrons Flayed Ones are Heavy Infentry doesn't bother me.
However, the fact that Necrons can deep strike their flayed ones before races can build defenses for it is completely unbalanced.
I love the Tau and Eldar. However, with both these races it is impossible to beat a decent Necron player.
The reason is, a decent Necron player will get two free warrior squads to defend their base... They will possibly build a turret in their base (though that's generally a waste of power).
So, one can not attack the necron base with any effectiveness because the warriors are very good defenders and will destroy anything your able to attack with before it can do any serious damage.
The necron player then sends a builder or all of his builders to the opponents base, and begins deep striking on the oppenents base.
Since the Flayed Ones are heavy infantry and cause moral loss for units that are near them, there is nothing at Teir one that can destroy two units of Flayed ones... and even if one could, by the time you elimnate one unit, the necron player is dropping in more.
The next thing you know your frantically woundering "WHY THE HELL AM I PLAYING THIS STUPID GAME!?" And trying to think of anything that can kill 40 Flayed ones before they destroy your base.
Sure, a poor Necron player you can rush their base. A poor Necron player wont have Warriors to defend. However, any decent Necron player does.

Necrons should not be able to deep strike at tier one. No other race has this ability! Flayed ones are dangours enough if they have to slow boat it across the battlefield.
Flayed Ones slow boating it across the battlefield would be fair! The Necron player wouldn't be able to send his builders to a base, or teleport his Necron Lord in and just destroy a base with no way to stop them!
They Necron player could then still use Flayed Ones to defend with, or walk them across the field and attack with. Since Flayed Ones are heavy infentry, they would still be very formidable.
I believe this "Flayed Rush" is the one glaring flaw in the 'balance' of the game right now.
Necrons would still be a tough army if they were able to build Flayed Ones at when they can now, except that they would not be able to Deep Strike them.
I propose that Deep Strike for Flayed Ones bee a 300 Power Upgrade for Necrons with at least a two minute build time, that a player can upgrade in their Greater Summing Core.
This way Necrons would not be able to Deep Strike at the start of the game, as they do... since no other army is able to do this!
