Yes they can.
Go to:
THQ\Dawn of War - Dark Crusade\Profiles
Select your profile then open KEYDEFAULTS.LUA using a word processing application like notepad or wordpad. You can then change your Hotkeys to what you want them to be. :D

Hit one button, and it automatically creates a save (with a default file name). As opposed to clicking the menu (two clicks with the current menu UI problem;)), choosing save, entering a name and then hitting OK.
Really useful in FPS games, and games that crash frequently (although I seem to have fixed my crashing problems)

actually i'm having problems under Vista.... the KEYDEFAULTS.LUA is placed in User\"Me"\...\THQ\... i access it, i change the Hotkeys (e.g. build "W" , jump "E") save, exit, go to game but they are still default.... so i go back to that dir, open the file, and the modification i have done ARE THERE! It looks like the game ignores the KEYDEFAULTS.LUA....
so any idea?

Are you sure you're changing the hotkeys for the profile you are using. Apart from changing the hotkeys for a different profile I can't really think of a reason why DOW would just ignore your changes

seems like some testing might be needed to find out why it isn't working and how to fix it

well no... it din't worked when i had jsut 1 profile... then i tried creating another one and copying the cfg in this... but keeps in beeing ignored...

It appears something is different running Platnum DOW under Vista and changing hotkeys. I have tried modifying every KEYDEFAULTS.LUA under every directory that it can found in and the changes never take. DOW is getting the default key bindings from somewhere unknown. What's the secret for modding keydefaults.lua under Vista?

I tried the same, modifying all KEYDEFAULTS.LUA files on my entire disk to be sure with Win XP SP2 as well and the key defaults are unchanged. I should have added that this is with the Platinum Edition of DOW
