Making Response Sets

Hello. For my TC, I intend to give each unit a unique response set. I will be doing all voice acting and sound effects, but my question is, how would you give a unit a response set? Would this require the unreleased mod tools?

I hope so. Custom response sets, unique for each unit, is one of the primary demands I must have. I can't have Lour sounding like machines or vis versa...
