So, I got Soulstorm and it runs horribly. It takes me like literally five minutes to load a level sometimes. DOW, WA, DC all ran pretty well. But, this is really bad. The game lags like crazy all the time, all the menus take a long time.. it's ridiculous. I've got all the video details on low, I resized my desktop to 800x600 16bit.
My PC is a little below recommended, but the prequels all ran fine.
Ideas?

Soulstorm does require a slightly better machine to run. There have been problems (especially in the campain) where the game takes extreme amounts of time to load. Relic may adress this in a future patch but there has been no word about this yet.
Changing your desktop resolution isnt going to have any effect on the performance of your game.
Post a dxdiag so we can see your system specs.

Sometimes the game minimizes and it tells me it is increasing my Virtual Memory. Virtual Memory is set to 'system managed'.

When it says increasing your Virtual Memory, I thik it normally means your low on ram essentially. Another 512 (atleast) would be ideal for your machine.
A RAM upgrade would definately help your performance, in the short term you could set your virtual memory to a fixed size (say 3 or 4 Gb) rather than letting windows manage it. That might help things along.
