Problems purchasing DOW2

I do not get the add to cart button on steam for DOW2 but I do get it from every other game. I also tried to by it from direct to drive website and says my country (GIBRALTAR) is restricted from purchasing. Why is this happening? Is it because we have monkeys in the rock?

Everyone I know of from Europe has been able to get it.

I would like to know a reason why some countries are not allowed to buy it... :help:

I'm afraid there's not much we'll be able to do about it here. I'd recommend contacting Steam or THQ for advice.
