MY Windows is XP,NOT Windows 98, it is "Failed to loadthe DLL DLL4wise.dll." NOT oleacc.dll . And I have install Accesibility package 2.0,but still "Failed to loadthe DLL DLL4wise.dll."

The only time this error turned up in testing was if you accidentially tried to run two copies of the installer at once.

Try deleting your Windows temporary folder and then try to install it.
