If you've tried everything and still can't play..
If you meet the minimum requirements listed on the box (a 32MB AGP video card is a 32MB AGP video card) and still cant play...
If you've jumped through the hoops trying to get things to work time and time again, tweaking every setting possible and it still doesn't work...
You might have a bad batch of discs.
When I first played DOW, I grabbed my roommate's copy of the game and installed in on my ATI Radeo 7000 based system. It played just fine. Since he came back from his trip, I went and bought my own copy and installed right on top of the old one.
I was able to play until I formatted my system as I always do (every 30 days). When it came back online, I installed everything again and DoW stopped working. I then posted in here and got nothing. I called tech support and got nothing. I went and bought a ATI Radeon 9600 to see if that would do it. It sure did, but DoW isn't worth $200 to play so I returned the card. Then I realized, I originally installed my roommate's copy.. So I did it again after a clean uninstall and used my serial number... BAM it works again on an "Unsupported" videocard according to this forum.
So when all else fails find a different set of install CDs. It might just work.
