At least, I assume it's the firewall. Some definitions and a premise!
Almost-Host: Machine that has the appropriate ports forwarded, and has tried being in and out of the DMZ.
Others: On the same LAN as Almost-Host
Me: Not on the same LAN.
Premise: Almost-Host has two others at his physical location able to direct join a multiplayer game. When they are in, my connection is refused. When they are out, I am able to join, but they cannot rejoin. Does this have to do with NAT perhaps? They were using the external address in order to even get in...
This is quite odd.
Additionally, my computer was able to act as a host for all three of the other machines. It didn't run well, but it ran ;).
