Random starting location in skirmish

I've been trying to start in position 2 on the new railway map however every time I start the game I always start in position 1. I have random starting location set and I've tried changing the team numbers for me and my opponent, yet nothing seems to work.

I've only attempted to do this in skirmish (AI).

Anyone know how to fix this or if it is indeed a bug?
