Is there a way to make it windowed and not full screened? In the graphics option, it said that it allows you to apply windowed but when i try to change my game detail it suddenly poped back to full screen? any help here?

Yes, run the graphics config utility and check the "windowed mode" box there.
After it pops back, please post the contents of your local.ini file here.

youve got the "fullres_teamcolour=1" line in there - your computer really isnt good enough to be using that.

what does that do? do you know wuts a good local.ini setup to use for my computer? i dont want everything on low

fullres_teamcolour=1 is the setting you have to manually insert into your local.ini to force maximum texture quality in multiplayer games


3. TEAM COLOR MIP LEVELS

Currently, the default texture settings for Team Color are optimized to account for AGP bandwidth issues that may occur during online multiplayer games with more than 4 players.

To over-ride this extra level of mip dropping and view the team colors at maximum texture quality, add the following line to your Root\Local.ini file:

fullres_teamcolour=1

Please note that this setting is not officially supported, and may result in severe performance issues. It should not be attempted unless you have a very high-end system (1024MB of RAM and a 256MB graphics card).

so remove that line and change things in the options...I wouldnt recommend putting anything much higher than you already have - you only have 256 mb of RAM and not very much processor power. Incidentally, and extra 256 Mb of RAM is pretty cheap and will improve the performance of your PC in all areas.
