Internal Error 2738

I get this error when I try to install Dawn of War, Game of the Year edition. It happens when I launch the installer and click next to move on. How can I remedy this?

Try downloading and installing the .NET framework 1.1 from microsoft.com.

I have had that for a while, much before I got DoW.

Well, the only time I have seen this kind of error pop up before was when some VB stuff was screwed up - try reinstalling the framework, I'm hoping it will fix that error, whatever it is.

Yes, my problem now is that whenever I try to get something on microsoft's site, it says 'connection refused'...
