1628: Failed to complete Installation - HELP!!

Ok, Check this out:

I just bought DOW: "Game of the Year" edition.

I am trying to patch from 1.00 to 1.01, then I would like to patch further, Howerver, I try to install the patch and I get:
"1628: Failed to complete Installation"

I've Read all the forums I could get my hands on:
**I have tried the patch from windows that updates WinInstaller 3.0
**I've tried updating the other WindowsXp SP2 patch that updates the install program that installs the patch (reccomended by someone on this Forum)
**Tried Uninstalling DOW then reinstalling and then trying to apply the patch.
**I have downloaded all of the other patches too, thinking that maybe DOW:GOTY ed. has a newer patch, but just doesn't show that it has it in the main menu of the game, but it didn't work either. It won't update from any patch at all.
**I don't think I should have to uninstall SP2 to install the patches, even though someone reccomended it, which would be ridiculous for THQ not to have support for WinInstaller 3.0.

I have probably spent about 5 hours total trying to figure this out and I am totally bummed that I can't play online because of it.

Also: All my drivers are updated, Details:WinXp Sp2; Great Computer setup. I am computer tech, I cant Figure this out. HELP!!!!!!

game of the year edition its already patched to 1.4
dont feel bad i spent 10 hours of trying to upgrade until i figured out it was already 1.4
look carefully at the top of the screen on the main menu in the game youll see 1.40

Wait, GOTY is already pre-patched. You shouldn't be able to apply 1.01 to that.
Can you try running the game please and post a warnings.log?

When you tried to play online did it tell you that you needed to patch?

If so, please post a warnings.log.
