I'm not possitive if this will work on all systems but it did for me. Here is what i did:
1) I went to my hard-drives maker/manufatorer's website. (ex. Seagate, Western Digital, etc.)
2) downloaded their diagnostic tool for DOS
3) ran the program to create bootup floppies (or if you have no floppy drive, you can download the bootable cd version)
4) peformed a full diagnostic test on my main driver where i usually install application/games (ex. C:, D:, etc.)
5) once finished, restarted computer.
Now everything works fine. I know it may not make sense, but it worked.
NOTE: i tested this while the game was not installed on my PC.
Call me stupid, but i fixed my problem :)
