I think nearly everyone agrees that axis propaganda is either overpowered, makes no sense or at least unfun.
That said, I thought what the ability could be changed into and I came up with the following.
Propaganda (the name stays) gets a larger radius (~1/4 screen) and a 3 minute cooldown and a 125 munitions cost. It can not be used into the fog of war.
When dropped on axis troops, the ability increases their combat power. They shoot faster, more accurate and get pinned less, all in all fighting about 20% better.
Allied troops on the other hand suffer the exact opposite - they fight some 20% worse and get pinned more easily. That number is reduced by 7% (to a minimum of 0) per each level of veterancy a squad has. Paratrooper and Ranger squads count as having one rank above what they actually have for this, reflecting their superior training and discipline.
The ability has no effect on tanks.
With that, the general idea of the ability as an infantry fight-support choice stays the same, while eliminating the meh factor of having your battle hardened troops run away from a few leaflets falling from the sky.
