[1.18] Outpost tooltip needs to reflect 75% instead of 40%

The tooltip on outposts read that they increase production of the captured point by 40%. This is, however, inconsistent with what the game actually displays above the the outpost on the map. It seems that the number is closer to 75% or 80%

These are the numbers I have encountered:

+5 munition points go to + 8
+10 munition points go to +18
+16 munition points go to +28

And it is also different for fuel points and doesn't give any bonus on the manpower control markers (those stay always at +3).

I thought the manpower control points went to +4...

Im pretty sure the fuel depos go from +10 to +18, but I will have to check that again.

And yes, the manpower control spots go from +3 to +4 with an outpost.
