Soon as I started playing my points began to drop, continued dropping even after I capped resources and victory point areas. How do you keep the points at 500? Or where can I read how to do this...

Well, In order to get your points to stop dropping, you need to have all the victory points. If you have most of them, both yours and your enemies victory points will drop, only the one with more victory points will lose em at a slower rate.

If all victory points are neutral, then no points will drop. If one is neutral, one is yours and one is the enemy's, then both your points and the enemy's points will slowly drop at the same rate. If you own two points and the enemy owns one, then both of your points will decrease but theirs will decrease at faster rate.
