The ManPower Blitz special indicates it is a 50% reduction in Manpower points, but it actually reduces the number to about 10%.

I think it reduces income before upkeep.
With small armies, I often get a somewhat decent income after blitzing, while my income often enough dropped to +0 with a large army.

Ahh... well, that's a bit misleading then! Not a lot of bang for your buck if there's no extra manpower provided.

The extra manpower provided is always 900, instantly.

Right, just a lot of ammo (200 I believe), when all you get is maybe an extra 100 manpower points over 3 minutes.

Well, that's the real tradeoff - if you have a high income, you'll have less manpower than you'd have without blitzing. (And 200 less munitions ;) )
On the other hand, those 900 MP can put one or several unit(s) on the table *now* which can save you much more than those MP you'll have less. (Tiger combat force, to cite the obvious example)

I agree that the 200 munitions cost is a bit steep, but that's something in the range of 30 munitions tops - anthing below 150-160 mun is too little for the ability. And that's a low priority issue, imo.
