All of the forum guidelines (http://forums.relicnews.com/forumdisplay.php?f=24) apply here, and in addition some other rules are enforced:
1) Remember to read the IP Rules (http://forums.relicnews.com/announcement.php?f=189&announcementid=29) and abide by them. If you use someone else's IP without permission then your thread will be locked.
2) Don't post mod ideas unless you plan on helping to implement the mod. Even if you cannot code or model or animate, you can still be a team leader / organiser. It is much better to be leading a team in the direction you want than to just throw the idea out there. Any thread which is an idea for a mod but with no evidence of the author working on it will be locked.
3) Bumps of oldish map or mod threads are perfectly valid if the person is asking a valid question. Berating them will get you a warning for backseat moderating, since you could at least just report the offending post instead. Generally since these are specific topics, creating an entirely new thread for the one question they want to ask gets absurd since people will expect a few week old thread to get no bumps, and threads will spiral out of control going by official guidelines since some are just not updated that often by the original modders.
Some words of wisdom:
Like the saying goes, "If you want something done, do it yourself." Instead of complaining that you don't know how to mod, learn how to mod. People like cool stuff, so if you have something to show off when you announce your mod, it will go over a lot better.
Dont start with a massive mod; begin small and work your way up. These mods don't even have to be cool enough to release to other people. They are just practice, so you can gain experience and confidence for larger projects down the road.
