Should it be built slower, especially when under infantry attack?
I played a game the guy rushed engineers to a choke point and cut me off by building barbed-wire quickly. I was shooting at his engineers but they finished building it by the time they were all dead. I'm not really complaining as it was more of an inconvenience than anything because I knew I had lost the game when my partner didn't secure anything from the get-go. Is the speed at which it can be built too fast? Should units take even more defensive penalties when building and taking fire? Thoughts?

Maybe under fire a slow down, but I personally dont see a problem with the speed of wiring. Any slower and you may as well make a sand bag wall that can not be cut through. :)

I'd prefer to see extreme defensive penalties when building and under fire.

Don't jeeps and motorbikes just run through barbed-wire? Problem solved.

No, you have to have a heavy vehicle such as an AC or HT.

No, only armored vehicles (halftracks, armored cars) and heavier can run over wire.

Unit's building structures/repairing are suppose to take more damage (accuracy modifier I believe) this could be increased slightly to make it even more dangerous to setup defensive obstacle and such on the front line. However, build speeds need to be enough that you don't spend all day setting up a basic fallback point, building obstacles happens rarely enough in aggressive games.

I bet the map was Rails and Metal ;)
And yes, all sorts of building with engys or it's like would be put to slowmotion while under direct fire.

What about the fact that each engy finish the barbed wire in one side of the obstacle?
If you did well (for example in Semois), there is a knd of bug. Each engy goes his way until they finish too much separated and rejoin magically :D
The logic thing would be to finish always in the nearest side to your HQ....

Just from a practicle standpoint, unraveling barbed wire takes a very small amount of time, even in present day warfare.
For instance, in WWI wire entagnlements could be put up almost immediatly after they were shelled to pieces.
From a gaming point of view, wire is rather easy to get rid of, and it would lose it's purpose if it went up any slower since it is not meant as a permanant, but rather a quick, defensive line.
Also, we cant nerf something everytime someone misuses it.
