The modder tells me the have the blue highlight,but other users have the same problem !!
The modder says we must reinstall CoH and the mod but it`s the same problem !!
But can you tell me where i can find (in the files) to add the blue highlight ?!

-i- personally dont have the blue highlight, and i have no idea how it dissappeard. i havent modded it away, and it must have been v1.5 of COH because that seems to be when i noticed it wasnt there... the blue circles were kind of annoying though..

I'm betting you have "autoexec.lau" in your root COH directory or the mods root directory. Either rename or delete that file. I think the culprit is the 'War_On_AI' mod. It's the only mod I know of that includes the autoexec.lua file. Check the mods archive and see for yourself.
Trash or rename the file and you'll be fine.

But i do not have the file in my root directory or in any mod file !

Hmm.... Then I'm not quite sure what to say. I do have a suggestion. Although it might seem silly and a waste of your time. But here goes:
Using windows explorer, go into your root COH directory. This is the place where RelicCOH.exe exists. Once there create a new file. Rename this new file to "autoexec.lua". Open 'autoexec.lua' with notepad and type in the following line exactly as shown:
game_showui()
Now save the file. From here start your favorite mod with both the -dev and modname options. You *should* see those little blue circles around your troops again. Well, it works for me.
Good luck.

Didn't you recently postpone a mod you were working on?. Anyway...
The most simple and absolute route is to do what I stated above in another post. Only this time use 'game_hideui()' instead. However, not only will this kill the blue circles, it also kills health shields and damn near everything else. Also, every mod you use with -dev -modname *.* will suffer! (unless you bind some keys to undo the changes in-game). Probably not what you want, but there be another way :)
For example, squad leaders are ciircled in blue, but follower soldiers have no circle at all (invisible). Vehicles and props circles are purple. Buildings be gray. Capturing target weapons slightly gray (not white). And so on... If one can change colors, one can make them all invisible. One can also pick and choose what gets changed as well. Yup.
Should I write a "how-to" based on my experiments?
Note: I stress the word "experiment". Lots of other top level variables may cause the user interface to do what it does. Therefore, lots of failures. You may not get what you want!
BTW - What I know will probably destroy MP / team colors!
