After several warnings and a suspension to boot JORUS-OTR (http://forums.relicnews.com/member.php?userid=85218) has had ample time and opportunity to change his behavior and to stop flaming and spamming. Since he chose to ignore any and all attempts to get him to stop this disruptive behavior his account has been banned permanently.
