Necrons are vulnerable to rushes any kind especially eldar and orks and chaos.. I have tryed on standard and QS its impossable there builders are to weak and before you can get flayed ones he already has banches full squades and you only have 1 or 2 squades that are only 4..Also i think the tomb spider hp should be increased seeing as they don't survive long enough for them to harvest any bodies..

Rushing them is one of the few tactics I have personally seen to work against necrons. Suck it up and take it as a racial oddity like any other.

Build turrets and lure the enemy into them. Best defence I can really think of for that.
Or, build a Necron Load and harass the crap outta the enemys base, builders and cappers, causing him to retreat his troops to defend.

Prepare to be flamed!
But seriously, drop a turret and you are highly resistant to many rush effects. At least your primary buildings. The problem is that some maps you will only be able to protect 1 or 2 Obelisks and solid rushes on them can leave you with highly crippled tech/military while the enemy has like 90% map control and is rolling in resources.

i'm actually pondering about putting an actual constructive post here...
i do suggest that you rewrite some stuff here
most of it's flamebait
necron turrets have the best range
and nearly the best damage of all turrets
it slows the econ, but if you have harrassment,
then this is exactly what the doctor ordered.
you don't gather bodies in the middle of a battle
that's just a bad idea
it's much better to go nail a buiding
because they have melee that's even better than a dreadnott
their extra powerful melee is why they have low HP
thay're glass cannons
and after the battle,
that's when you gather bodies freely
for the next battle

I have seen necrons beaten by good rushes. I have also done it myself on the rare occasion.
I've also seen necrons fight off early rushes then go on to easily win the game.
Most necrons that lose a game after being rushed are probably panicking. It's really easy for a nec to recover from a rush, even if it's a good one, as long as the economy is kept intact, which it should do.

I don't see any balance issue in this thread. Go ahead and make a thread like "How do I deal with rushing as Necrons?" if you want help with your issue.
If you raise another balance issue thread in the future, make sure it follows this guideline (http://forums.relicnews.com/showthread.php?t=113275).
