Ok, I have a few question that are VERY noobish, so bear with me and don't laugh...too much.
Q1. How many online accounts can you have?
Q2. Is Standard the most used resources in the game or is it High resources? Which one is the balance based on?
Q3. What does it mean when you get a red perfomance when in an online game/lobby?
Q4. Is there any good strategies used by a lot of players?
(EX: In DOW, deepstriking is common)
I am sure I will find some more later but for now this is all I have.

1 Don't know, never tried to get more then one
2: Standard is used the most as it is used in auto match. Balance is based of that.
3: Better connection?
4: Riflespam, airborne spam, sherman spam, StuG spam, Tiger Spam, and a bunch of non-spam tactics.

1/ I believe you can only have one account per CD key but you can have numerous profiles. For example i have a profile that I use just when i play a mate of mine so I have a record of win/loss against him. I have a profile for ranked and basic matches.
There is a term called "smurfing" whereby someone who is a highish ranked player may create an other account so he then gets matched against lower ranked players and obviously easily beats them. Having said that, its my understanding that that has been rectified because the server selects opponents based on their highest registered rank under their main account. Someone may correct me if I'm wrong.
2/ As above. So if you practice using skirmish, its best not to use high resources as it give you a false example of what you will face when you play ranked or a lot of basic games. Some people 2v2 3v3 etc do start with high resources but its not so common.
3/ Not 100% certain, I assume its based on your PC but it could be to do with internet connection. I have read in the past that it is not as crucial as what your ping is. My performance bar varies (Just ask my wife lol)
4/ These are too numerous to detail, my advice would be to read the forums here at planet coh and gr.org. The strats depend really on what your playing style is but one thing is common to all strats that you use, you need to keep pushing forward, harassing and cutting off enemy resources. E.g. Whilst both races need fuel & ammo, Allies tend to need more fuel and Axis tend to need more ammo (Generally speaking. I play more 1v1 games than multiplayer.
As for you almost apologising for asking noobish question, don't sweat the small stuff mate. Perhaps if Relic Online had a FAQ tab some of these repetitively asked questions could be catered for in the one place.
If you have more questions, ask away there are plenty of people here who are more than happy to answer them
