Hi there,
I'll try to make this simple to read. If you do not understand part of it, let me know and I'll try to rephrase it.
The problem is a missing localized string in the Chinese Traditional version. This problem only occurs when you're on Windows Vista.
What you're going to have to do is VERY LAME :( but should work. I have not tested this though.
Copy the entire DVD to your hard drive.
in the data folder for the game you should see a file called Install_ChineseTrad.ucs
make a backup copy of this file just in case something goes wrong.
edit the file with a text editor and add the following keys
1000003031 Uninstall Company of Heroes: Opposing Fronts
1000003032 Launch WorldBuilder
1000003033 Configuring available content
You can feel free to translate them if you would like but be advised that 3032 is used as a shortcut, and has certain characters it is not allowed.
In case it doesn't come across properly the numbers above are numbers followed by a TAB then the string you would like to appear.

You do not change it to English, there's no method for doing that. If you purchased a Chinese version, it's got all chinese data on it.
That error's likely not related to David's fix, as that string there is not one of the ones he mentions.
Can you translate the actual error?

No, thats why I need it in English.

I'd suggest you purchase the English version then, and sell the Chinese version.

I would have done so if it were possible. Not everyone is in the position to do so. The fact that I get the short end of the stick in DVDs and console games is bad enough. But at least I'd like to have a computer game orginially made in English, in English.
So I can't buy it. How can I change it to English?
Edit: I live in Taiwan

You can't change it to english with what you have. You do not have the english data for the game, you only have the chinese data.
You need a copy of the english data, hence the need to purchase an english copy of the game.
I've asked Relic (months ago) about a legal way for folks to swap the languages on their versions (they allowed it for HW2), but it would take too many resources for them to set something like that up. Way to hard to get the game working properly that's this complex and has so many patches.

Ok, whats the address I send my game to Relic and get an English copy back?

You don't send anything to Relic or more correctly to THQ.
You purchased a Chinese copy. You need to return or sell the Chinese language copy and purchase an English language copy.
