Destroying British Emplacements

Are the resources spent when you start the emplacment or when it is completed?

If you destroy an emplacement under construction are the resources lost?

No, resources are not lost when you destroy something while being constructed. The resources are given back to the enemy (or you, if you are the one constructing).

However, if you damage it severely, then let allow it to be fully constructed, return and give it a finishing blow, the resources are gone.

I did some tests and I think you're right. A bit lame. DoW system is better.
