What is wrong with matchmaking?

It typically takes a while for me to find opponents in 3v3, and that's understandable - even when it says 6 of 6 players found but no match ensues. But waiting 15 minutes for matchmaking to find one single opponent for 1v1 is ridiculous, especially when there are apparently numerous possible matches to be found. Does anyone else encounter these issues? Did DOW1 have similar matchmaking problems?

I don't usually wait 15 minutes, but it's a while. I've checked to make sure all the proper ports are forwarded and such. If you've already done that, I'm not sure what to tell ya.
