cosix' tool doesn't have a ToV section. Are there any other ways to mod ToV w/o corsix' tool?

Modify module file of a simple old mod(Such as: CheatMod) manually, just change some path configuration in module file, make it usable in TOV.
And then open the mod by ModStudio055. It still work.

So I should make a new mod using ModStudio055 and manually change some path configurations in the mymod.module? Having some trouble recognizing which files to change though. Also do I need to change .rgb or .lua files?

Just change yourmod.module file.

I don't understand. What do you mean by "Just change yourmod.module file"? Where do I place the files I want moded? and from where do I extract them from? Mybe I've been doing that one wrong.

laojiao is one step ahead of you he thinks you want you mod started up, but you mean that you want to edit Coh Tov richt : in that case you simpely use the latest version of corsix mod studio it works with coh tov too

You can't load up a v2.5 .module file, to open a mod up in the Mod Studio you'll need a .module file from v2.301 as the Mod Studio doesn't know what to do with the new layout and different info contained in the .module.
