I did a bunch of experimenting and finally I've figured out all the details of Ultra Decryption. This is some juicy info for all players.
Ultra Decryption is a doctrine perk exclusive to the Royal Commandos. Radio Triangulation Detectors is required to be chosen first (costs 1 CP) before you can pick up Ultra Decryption (another 1 CP cost).
It is a passive ability that reveals certain constructions, unit production, and upgrades that are done by the Axis players. To the British player, an event pop-up will occur, as well as a ping on the map, notifying such event has occurred (the pop-up also has an yellow icon next to it). You can also click on the event to see where it happened.
Wehrmacht:
Buildings revealed (when construction is finished): All 5 regular buildings, Bunker, Observation Post, and 88mm Flak 36 AT/AA.
Units revealed (when produced): StuG IV/Geschutzwagen, Panzer IV, Panther, Tiger, King Tiger.
Upgrades revealed (when researched): Veterancy level 2, and Veterancy level 3 (all types).
Panzer Elite:
Buildings revealed (when construction is finished): All 4 regular buildings, and 88mm Flak 36 AT/AA.
Units revealed (when produced): Munitions Halftrack, Marder III Tank Hunter, Bergetiger Repair and Recovery Vehicle, Panzer IV Infantry Support Tank, Hummel, Wirbelwind Flak Panzer, Panther, Hetzer, Jagdpanther.
Upgrades revealed (when researched): All upgrades from every single building, from Incendiary Grenades to Activate Panther Battlegroup. Even "Sprint" is revealed when 'completed' (all requirements met).
Audio (Both Factions):
Each event pop-up also has the same audio that the Axis player received, though you hear it through a radio speaker so it's a bit harder to hear.
An interesting feature of Ultra Decryption is the fact that it also reveals the doctrine perks of Axis players, but only by audio (no event pop-ups).
If you pay attention, you'll be able to hear the same speech (through a radio speaker of course) the Axis players receive when they pick a doctrine perk. For example, if a player chooses Booby Traps, the British player is able to hear "We can now use booby traps to confound the enemy" the instant it was chosen.
Conclusion
As you can see, Ultra Decryption seems to be quite handy to have against a Panzer Elite player, since it reveals every single upgrade. If taken early, you'd be able to keep track of where the player's tech is going with high accuracy.
Unfortunately, on the Wehrmacht side, it doesn't reveal much, not even the "Phase" upgrades from HQ. Fortunately, it does reveal the tank choices.
If you truly want to take advantage of Ultra Decryption, you'll want to know the audio cues of each doctrine perk too, so you can get a heads up on what doctrine abilities will be thrown at you. It's easy to know what they are if you've played as each Axis faction several times.
