I don't understand that when sometimes I build the infantry section via headquarters command truck and I sometimes get a marksman in the section and I sometimes don't. Is there a rule for when I get a marksman and when I don't?

You should never ever get a marksman in a fresh built unit, and tbh I've never heared of that before.

Do you have a replay of it? Cause I think you may accidently mark the squad and use the shortcut. Otherwise I think we'd have more posts regarding this bug.

The first squad you have from the start is a "Recon" squad, which has the ability "deploy marksman". Every other squad you build has no upgrade, you can buy one for munitions, could be a new Recon-, a Bren- or a Piat Riflegrenade-squad.

and by Piat squad, Maniac means Riflegrenade squad.
