Does DoW support dynamic LoD adjustment (ex. using lower-quality lighting when the framerate gets low to try to boost it back up, say in a big battle)?

If not, will this be in the final?

No, it doesn't and no it won't be in the final. We do take shortcuts depending on how far the object is from the camera, but generally we have found that dynamic load balancing get's into feedback loops that constantly cause it to go over and under the threshold. An ideal example of this is progressive meshes in IC with the fences - you can see a ripple effect on them as the go to a lower poly count, and then a higher poly count (rinse and repeat).
