The setup of upgrades and unit building for the eldar race is somewhat jumbled and (in some cases) senseless in my opinion. I have some suggestions that I believe will not only make the setup better, but more believable. Of course these are just my opinions so perhaps you may not agree with them. Most of them are simply reorganization, while a few may potentially change game play.

The summary is:

-Build farseers/seer council from webway assembly or soul shrine
-Build rangers from the webway gate
-Make heavy weapon platforms guardian squad upgrades only and remove the supply cost

To begin, the current status of the aspect portal and what it produces. It currently produces rangers, banshees, reapers, warp spiders, the avatar and the farseer. Being an aspect portal, it makes little sense to produce the farseer or rangers there, because they are not aspects of anything. Moreover, they do not follow the path of the warrior (farseers follow the path of the seer and rangers follow the unofficial path of the outcast).
I propose that the farseer be built from the webway assembly or the soul shrine rather than the aspect portal.
Reason for the webway assembly: more sense than the aspect shrine; seer council already there. Reason against: immediate access to powerful leader. This could be fixed with the requirement that the aspect shrine or the soul shrine be built before you can produce the farseer.
Reason for the soul shrine: since farseers are spiritual leaders and it would make sense to build them there. Seer council could also be built from there. Reason against: it may take too long to build them since you need to buy an aspect portal first; soul shrine is full of upgrades. This could be fixed by moving the infantry upgrades to the webway assembly or aspect portal.

The rangers would make the most sense being built from the webway gate. Seeing that they are outcasts and pirates aiding the craftworld in a time of need, it would be fitting to build them from a conduit of the webway rather than webway assembler or aspect shrine. Their infiltrate ability would also be upgraded from the webway gate.

My next point involves the heavy weapons platforms currently built at the webway gate. This arrangement not only makes little sense (why do they come from the webway?), but the platforms themselves are in need of modification.
On their own they are fairly useless. Costing points and power to buy and taking up a whole infantry supply point, these are rarely seen in battle because why build them when the alternatives are more useful? The best way to use them currently is to team brightlances with dark reaper squads, providing the already infantry devastating aspect warriors with anti-vehicular weapons. Putting them with any other squad is fairly useless because they are too costly for guardians and rangers (because of the supply limit), banshees hand to hand (making the ranged weapon worthless) and seer squads are predominantly accompanied already by a farseer.

What I propose is the supply modifier be removed, and the heavy weapon platform be exclusively a guardian squad upgrade (on the same lines as the warlock). This would not only make guardians more versatile (at the moment they seem little more purpose than fodder despite that they should be the core of the army), but the weapon platform very useful. To make up for that it no longer costs a supply point, the player would have to choose between a warlock and a support platform. It could also restrict the use of fleet of foot.

hmm.. problem is you would
a) waste the guardian squad shooting at targets they are useless against
b) limit them even more by the warlock/platform decision
c) slow them down horribly

so i would rather suggest:

-have them as heavy weapon upgrade like marines (2-3 per squad, depending on how strong they end up)
-make them less hard to kill
-drop that booster nonsense and make them as fast as a normal unit without fleet or only little slower (its anti grav for petes sake, pushing it around shouldnt be an issue).

that way the (later) rather useless guardians would turn into the anti vehicle infantry that eldar are missing at this point anyway.


concerning the farseer, i dont think it should be available any later. frankly, i feel like early on a single force commander can tear your meager troops apart and without farseer there isnt much to do about it. also, could mind war be beefed up a bit? targeting a single enemy id prefer using it to damage their heroes, yet whenever i use it i hardly see any difference worth mentioning in their health. so far its only use seems to be to take out single marines with dangerous weapons.
