Well start by having a basic design (not too much details etc.) then draw onto paper or whatever medium you want for the banner. Then for me i outline whatever it is, then paint it.

The making of banners depends on the time and what look you wish to achieve

The paper and paint method is quick and easy but the time it will last depends on how you treat them, but the fact people will pick up your miniture usually by the banner will lead to the oils in the skin seeping into the paper and causign it to fade.
You can stop this by using a coat of matt vanish or a paint sealler but you wil have to use a heavy weight paper that doesnt bleed much.

But to have a longer lasting one (paper will eventually fall apart no matter how well you treat them) by using a thin platic to paint the banner on. I get special white plastic but when I started I used the plastic from the blister packs. With a light use of heat you can get the bends in it to make it look more like fabric. Remember again to seal the paint with a vanish or similar paint protector.

For Orks or similar races you can use tissues. Yes tissues, you get a good quality tissue and with the application of super glue can stiffen it up to be used as the banner. To get a better surface on the front for painting on you can use plastic glue (the cheaper and nastier the better) and powdered plastic (the leftovers from when you file the models) and have that on the face.

As for when you come to put what you want on it, look at other banners to get what you should have on them (especially for imperial armies). Design, redesign and place a mockup on your model to see if it suits your model.
To get the fine lines I find using felt tip pens is better than trying to paint them, of course doing it on dry paint.

Try to paint the different colors after when the rest has dried.
If using the paper then paint on a larger piece thet you have stretched out so the paint doesnt warp the paper.

good points with the paper, but even if i have a matte finish on just plain paper ones it will "fall apart" too?

I made one out of greenstuff.

I used aluminium foil for my solitary banner. Worked pretty well.

Maybe i´m not that good at modelling but i prefer a bit easier ways :-)
I Managed to get some old Codizes. In them you can find the old Banners just outlined (black on white).
I use to copy them on heavy paper and paint them :-)
