This isn't asking much, is it?
We don't need lascannon or multi-meltas, they are served well by Missile Launchers vs vehicles. Assault cannon is just a better heavy bolter. Scout bikes are redundant when you have better, assault bikes. Emperor's Champion is a special character almost, and fills the same role as the Force Commander. Thunderhawks wouldn't be too useful, and would be hard to do, there are already thunder hammer assault termies, devastators are already present (tac squad upgrade). Space Marine lascannon is silly, we already have missile launchers. Considering there is no rendering for melta weapons yet, nor the heavier plasma weapons, that isn't too useful either.
Don't mean to knock back your ideas, but the mod teams are pretty busy and most of this stuff is luxury.

I kinda agree with the luxury thing, not to say that there aren't people who don't want it now. As far as a multi-race add on, I think its deffinately good to start with basics. Like Daemonettes and Nurglings for Chaos, so you at least include Slaanesh and Nurgle in some aspect. As for the others, I would have liked to have seen bikers/jetbikes for pretty much all the races, although I would rather it just be for marines so we keep them and chaos seperate.
So I would say, fundamental core units to be added first(opinion only) could be...
Chaos: Daemonettes, Nurglings (Chose nurglings because plagebearers and daemonettes would provide the same service so would be redundant for now, not saying I dont wanna see them later)
Eldar: Either Jetbikes, Striking Scorpions, Fire Dragons, or Wrathguard. I would suggest only 1 of the first two, then 1 of the second two.
Space Marines: Bikes
Orks: Bikers
But this is more of a personal wish list, and if others don't like those ideas thats cool, I'm sure we all have different lists of what we would want to see first.

Oh another thing.. as for Lascannons, and Multi-meltas, I thought of this too when I first started playing, sounded cool enough to me. However, if you had those as upgrades, no one would ever get a Missle Launcher ever again, unless your thinking is to make their price rather high to offset that a lascannon beats a missle launcher any day of the week. Just something that made me realize, as much as I wanted a computer TT game, it would really cause problems, unless you're dealing with a mod with a force orginaztion chart, that allows you to start with only troops and no building processes, could you really actually have to choose.... if im low on req, so can only afford a missle launcher... i'm waiting till I can get the lascannon instead.

Isn't that a bit rich since you've initiated 4 threads on starting new mods?
Some areas are right though. There are already Thunder Hammers, Devastators sort of exist and the Thunderhawk model is already there but given the scale of the beta maps would seem difficult to use. In defence some of those models would be a nice addition.
The SM list was always going to be a bit … erk.
The thing is, theres no point giving Chaos things like more demons and cult Chaos SM’s … and not give the other races a boost as well.
The SM’s was really a balance thing, it also give more freedom to the game, more of a TT theme of complete control over your army.
For instance The Salamanders SM chapter are redundant in this, because Multi-meltas just a quible there though.

Well Lascannons and multi-meltas would be interesting if the Missile Launchers would have frag missiles, so they also are better ageinst infantry. About:

I dont really see a prob with lascannons. sure we have missle launchers and some tanks have LC. so why not foot troops, they could be expensive and take ages to stablise for firing.
