Try the GW website, the Tau sectin and the chapter approved section,they might be there
EDIT unless it's in one of the most recent chapter approved books

It's in 2004 Chapter Approved, Page 46.
Rail Rifle:
Up to 3 members of a squad can replace pulse carbine with rail rifle fo +10 points. Additionally they can add hardwired target lock interface for +7 points. If one member of the squad takes the interface, they all must take the interface.
Range: 36"
Strength: 6
AP: 3
Heavy 1, Causes pinning
Target Lock interface: Pathfinder counts as having a hard target-wired target lock, but the rail rifle is subject to "gets hot" rule same as plasma weapons. If the interface is not fitted or the whole unit engages the same target this does not happen.

nope...thats with sniper rifles but this aint a sniper follow the rules listed by element.
