Ok Im new at Warhammer 40k and I need help with an army choice. Remember I dont have hundreds of dollars to spend.
More like 80 to 90 i owuld prefer but it can got into the hundreds if absolutely neccesary. Just to let you know i already have 16 eldar guardians and 10 space marines.
any help would be appreciated.

well marines are a very cheap army to with since your basic troops are 15 points a peice. I can't help you build a cheap eldar army because I don't know all the details in the codex.
It would help to know what point limits your local gamers play at before I try and budget a list. A larger list would be stretching for $$ while a smaller list would make it easy to put in some higher dollar items.

Marines probably are easier to make cheap than eldar, atleast with basic troops. You can make some really points heavy eldar troops though, but maxing out like that is seldom good. What kind of games are you gonna play? Play with friends? Decide on a points cost for your regular games with your friends and start from there.

i think you should buy the starter army list because it is about 10-20 dollars cheaper than buying everything basic

Don't let price be the deciding factor. If thats your deciding factor you are liekly to end up with an army you don't like and become soured on the game. unless you have a really good shop nearby that you are trying to support, don't pay full price, especially from GW mailorder. you can still get 20% off new if you shop around (thewarstore.net is my personnel favorite for mailorder), it'll take you a phone call though since no place in the US is allowed to sell GW stuff retail online anymore. Check out Bartertown.com and ebay and you can pick up stuff as much as 70% off new price on occassion, though normal price is 40 - 60% and if you read the faqs and take precations, its a good way to shop.
In general, figure $30 -$40 retail for a basic foot based troop squad. vehicles are about the same unless its really small or really big. Elites and HS usally are more pricy for a full squad.
also, marines and dark eldar are both cheap. marines especially there is starting to be a glut on the market selling off the old minis in preperation for the new codex, and since the vast majority of people own marines, there is not a shortage.
Dark eldar are cheap since they are a fairly rare army that is very difficult to play effectivly (but devasting in the right hands). Theres not much market for Dark eldar so it usually goes cheap (i am still having trouble selling the last of mine at around 35% of retail). Eldar are fairly expensive nonretail since they have a large following and depending on what flavor of eldar you choose, you may end up using a lot of metals. Nids can be pricy as well, but wiith the new codex on the horizon, and already the basic battle boxed set coming out with plastics included, you should be able to find some good basic deals in a few weeks. guard is pricy since you will be buying a LOT of stuff.

my suggestion is get a force commander or commander and go from there its really hard 2 get a cheap eldar army i play bien tan and everythings in blisters

hehe. can get whoel armies for under half the price. Or the boxed armies are really good deals (for GW) and theya re really powerful armies already.

GW boxed armies are the same price usually as if you bought everything individually, and unless you plan to use everything (which you probably won't and shouldn't), you usually end up with wasted units.

The boxed armies are far from being powerful on their own. They are typically a small sample but not enough to form a coherent force out of. They work like a sample, they hope you will buy more of what you liked and just forget about what you didn't.

If you want, you can play a very points heavy Chaos army that will set you back about 150 Ausd.

the big problem with a points heavy chaos army is that any newer player would most likely not be successful with an army heavy on wargear/chaos gifts/veteran skills.
