I doubt it, I think that's simply asking too much of a P1.9 IMO, regardless of cooling, other things will start to happen - like voltage leaks across the chipset, bus speed bottlenecks, etc.

I may be wrong, but also perhaps he's a bit mistaken on the OC potential.
