well, is posible that someone has used your proxy ip for download a big archive.
You can wait some time or use a web proxy.

I have played your mod... the carrier looks good (its like the carrier in dustwars), but it should be more detailed, and has some bugs. First: the resource collectors won't recognize it's resource drop off point, and can only drop off res. at other ships. Second, when there are moduls on the carrier, it looks silly. Third: when the carrier fires, my game crashes to desktop.

well, is a carrier only for you can see the ship. I want that will be a destroyer, and is a beta. The reason for your game crashes, idon't know, is posible that you hasn´t got the last patch?
