The below problem was solved by some GameMaster.
solution is:
You need to copy 'msvcp70d.dll' and 'msvcr70d.dll' into
every 3dsmax dir(if you have both 3dsmax v4.2.6 and 3dsmax v5.0 installed like me). IC plugins for max need them to initialize and work.

What is these two dlls ? I think they are Microsoft C & C++ Runtime library dlls.
Where can you find them? You can find them under 'drive:\Program Files\Relic\Impossible Creatures RDN Tools v1.1' , the IC tools you download and installed.

Original question:

I download IC tools installer version 1.1 from website.
and install all the components to hard disk.
I have gmax 1.2 , 3ds max 4.2.6, 3ds max 5 installed
in my hard disk.
When I run gmax IC gamepak, the program goes
fine with all plugins initialized.
But when I run 3ds max 4.2.6 as usual, program failed
to initialize IC plugins DLLs.
So I copy these plugins from 3ds max 4.2.6 plugins
folder to 3ds max 5 plugins folder. Still failed to initialize
when 3ds max 5 runs.
What cause this weird thing happen?

My specification:
Windows XP sp1 Traditional Chinese version.
512MB RAM.
Intel PIII 866MHz.
Video card: ELSA Gladiac 311 Gforce2 MX

he's getting the same error message as D_fast:

DLL< gamepacks\rdn\plugins\Bonermirror.dlu failed to initilize

Arnolder,

You're error message suggests you are running 3d studio max - but you are trying to use the gmax pack for this?

Have you tried the actual 3d studio plugins instead? Or have you tried using gmax proper?

Dear All,
No, I'm very sure that I use actual 3ds max plugins with 3dsmax.
Because I have compared these plugins with those for gmax, they are quite different at file size and date, that's why I'm so sure about it.
my error message is :
'DLL< D:\3dsmax42\plugins\BonerMirror.dlu > failed to initialize.'

and yes, my gmax 1.2 runs very well with IC plugins.

Still have problem needs to be solved.
Could it be the problem caused by Traditional Chinese version Windows ?

Okay, BoneMirror is an extra tool that we use around here that may not have been gmax-ified. You should still be able to model and export the patch/boner meshes. It is safe to ignore that message, and we will look into why that is happening.

Dear All,
Yes, I use English version of 3ds max, and sadly to say that
if plugins failed to initialized, then they won't be loaded after
3ds max run. and not only BoneMirror failed, all four of the IC
plugins failed !! So I can't export as sgm format even though
I can model the patch/boner meshes.
But I still should thank to sauce for the answer and every effort
he is now looking into.
I know I should provide more background of my pc, but I think I
can't find anymore to say cause when one want to use plugins,
just put it in the plugins folder ! Nothing more and nothing less.
At least other plugins work.

check the D_fast posts and see how he fixed his probs and see if that helps

Thanks to 'jester' for the clue, that method you mention really helps.
and thank to 'sauce' providing the solution at D_post's thread.
One thing still bothers my mind is, why IC tool doesn't install
the Microsoft C++ Runtime dll into the dir of 3dsmax along with plugins?
Unless these runtime dlls charge fee per product. :-P

Ok, since GameMaster sovled my problem, I will post the solution
at the top message of this thread I originally started first.
