Help me to understand the Ork resource and Waagh!

I don't understand how the Ork resource and Waagh! works. There are two numbers such as 12/+28. What do these mean? How does this relate to Waagh!? Also, does building units use up Ork resource, Waagh!, or both? Color me very confused :(

I'm sure there's plenty of guides on this, but I might as well write it out for you instead of looking for one.

Normally there's the blue (req) and green stuff (power), but orks also get the red stuff (ork resourse). This is used for building ork infintry, such as shootas and nobz, shootas using 1 and nobz using 2 ect. It is also a requirement for building certain tech. Waaagh is just a "tech metre". What that means is that all it's for is to show where you are in tech relative to the ork tech tree (IE 4-5 letters, or 55 ork resource, would equal Teir 2 for other races). Now the only way to get da red (this is what I shall call the ork resource) is to build those banners. You start with 15 red, but every banner adds a max of 10 red and so on (25,35...). Each banner adds a regeneration rate to da red so that's why you see 12/+28, +28 (or +x) means you get that much red per 10 seconds, and 12 (x) is how much you have free.

Now here's an example. I decide to rush to storm boyz, so I look at thier requirement. They need 3 banners, so I make 3. I watch my red climb all the way up to 45 ork pop ie red. I decide to make 3 squads of 10 storm boys. Each one cost 1 red. Thus 3x10 = 30 red is used up. I now have 15/+whatever ork resource (red), tho I still have 45 red since I still have those 30 red of stormiz. I attack with them and watch them get killed by... 100 marines. I still have 15/+x red, BUT, since I lost that 30 when the stormiez died, I can only build things that have 15 red as a tech requirement. Now after awhile I get up to 45 pop again because I got +x red per 10 seconds. But oh noes! Those 100 marines smash all my banners. But, I still have 45 pop! Why? Just like if you were to lose all your power plants, you would still keep your power. I build 45 storm boys in a feeble attempt to fight them all off and watch them all die again. Now I'm completely out and lose the game.
