Hi, I and a few other people are working on a balance mob to help balance the game out so far we have identified these key areas:

Orks - under-power
Imperial guard - under-powered
Eldar - overpowered
Chaos - overpower
Space marines - ok

Now I want to know what you think about what I have just said where it’s right, wrong so that we can then start to mod each race!

also I would like to add do you think it would be a good idea to have every army to start with a builder and another unit like, scouts, cultist ect

there is already an excellent balance mod - DoW-Pro.
You also spelt Emperor wrong aswell.

Plus I think that very few people would agree with your balance overview. Check the balance forum.

Try this instead:

Orks: balanced
Imperial guard: Slightly over powered
Eldar: under powered early game Insanely overpowered Late game
Chaos: mostly ok but still needs a few tweaks
Space marines: ATs need I say more??

Mostly, I think your overview is overly simplified. If you had specific things you said you wanted to buff or nerf or times in the game that a race is particularly weak or strong, you would probably get better feedback.
