There is a number of SGA unpackers around. Cope's DoW2 Toolbox is the easiest to use I think. Others can be found here.

I may be mistaken but i don't belive our freindly tool creator is that skilled a programmer, once he does a write up on the "format" (hope thats the right word), somone else with the coding knowlage will come along and do he work there.
