When the fall happened the CWE and Exodites had buggered off already from their homeworlds the DE are (most of) the survivors that were left behind. They went into the Webway to found Commoragh, the dark city.
Their society is based around Kabals which are led by particularly ruthless and capable Dark Eldar Lords. There are also Wych Cults who are the same except that they are mercenary-gladiators.
They eat other beings souls and are total hedonists which makes them outcast from the other Eldar. This is because they were into all the pleasure cults at the time of the Fall. They have no Avatar because Khaine hates them. Their main pleasure is the pain of others (and apparently souls taste better after torture) so the Haemonculi (torture-masters) have a great deal of prestige.
They are not tainted by chaos as such but Slaanesh takes their souls slowly somehow which appears to be the reason for their soul eating. A lot of this is speculation based on the known facts though.
