I just played a few SM matches and they're fine, I really feel they're more balanced now when playing with them or against them.
Before you could just spam tac squads with heavy bolters and rocket launchers and shred anything up to tier 3 units.

there was no need to nerf sm at all. Balance was perfect for them. IG need a little buff, DR needed more of a nerf than they got and the was it.

Well, I don't understand why DR deserved two huge nerfs in 1.51. Sure it's a good unit, but Eldar doesn't have much choices early on since guardian is weak and banshee has too low health as a CC unit. Without DR, Eldar can't really survive a tac mass or an early rush. What 1.51 did to DR was uncalled for imo.
