1) Can I mod the beta?
The multiplayer beta's EULA disallows modding of the the beta. The SP beta's EULA likely has similar text.
2) Where do I get tools?
Official mod tools: World Builder and Movie tool come with patch 1.3 (Look for WorldBuilder.exe in your CoH directory)

3) When are Relic's mod tools being released?
Official tools like FX editor, sound editor, and object editor may come eventually. They're in the pipeline, but how it will take to make them releasable to the public is unknown. Some official tools are already released, Relic have stated that the OE is being worked on.
4) Where are all the data files hidden?
If you look inside the WW2, Engine and RelicOnline folders, there is a directory called Archives, inside which there are SGAs full of juicy data files. Community tools for opening these are available - see question two.
5) What official mod tools are coming?

6) How many polygons is (unit here)?
The allied sherman tank is around 4,450 polygons, an axis volksgrenadier is upward of 6,307 polygons and the allied barracks is 3,765 polygons.
600 triangles for small arms, 6,000 triangles for vehicles and 6,000 triangles for infantry all max values (Thanks to blademastercr)
If you have 3DS Max, you can use the RGM -> Max script to load the models into max and check for yourself.
7) Worldbuilder - how do I find / use / not break it?
See the Maps Bunker FAQ, as that is where everything mapping related lives.
