It loose memory of your units building emplacements. For instance if you had orderend engineers to build an MGE and they still running to build it while you save, they will totally ignore it the next time you load the saved game. Making you loose 240 MP and 25Fuel points.
It happen to everything in building progress like sandbags, mines. The only thing remaining intact are the moving and attacking orders.
