If I see an enemy building halfway through construction, and I blow it to bits before it's finished, do they get their resources back as if they had chosen to cancel the building, or have they lost those resources for good?

yeah, but if they hit the delete key prior to you blowing it up - it will seemingly blow up but they will get their resources back.
So if you pound it to within an inch of it's life while it's being built (but let the building finish), when it's finished, will it be finished half damaged? Or will you have to start pounding it again from scratch?

FL- is incorrect. The building receives damage - I've had MG nests pop out of construction with 50% health plenty of times.
