I apologize if this has come up already (I did a cursory check of the first 3 pages and didn't see it).
Anyways, one glaring, and perhaps easily fixable balance issue is that map starting locations are not randomized on ladder.
Most 1v1 games are won and lost in the early part of the game where map control is pivotal. Thankfully, CoH maps are wonderfully creative and non-symmetrical; however, this leads to certain maps offering either axis or allies an advantage, which usually manifests itself in a strategic building placement or being able to cut off the enemy from certain resources (perhaps through early game barbwire, etc.).
Even if one can't pinpoint a specific advantage/disadvantage on a map, because they are asymmetrical, it makes little sense to have the starting points not randomized. As much as I enjoy the comfort of starting in the same spot every time and using the same early build order/cap order, I think it would lend itself nicely towards vareity of starting points were not the same every time.
