When using WOTE there appears this bubbling fog around the units it is affecting, just that some that are getting the effect are not getting immune to kills.

Your right. I just tested The Word of The Emperor out in [WA] and [DC] and it does absolutely nothing. Even the unit that the Librarian is attach to still dies when Word of The Emperor is still in effect. The Word of The Emperor only works in [DoW] for some reason.
